Traffic - Seat belts are mandatory. The speed limit is
25 mph, unless otherwise indicated. Parking along roads is
prohibited, except in places otherwise posted.
Any person, military or
civilian, who operates a motorcycle on a Navy base is mandated by the Navy
OPNAVINST 5100.12G to follow the Motorcycle PPE requirements.
Motorcycles
and mopeds must be registered with the Security Department. Drivers
of motorcycles must be licensed operators, state inspected, safety equipped, and
helmets worn if operated on Station roads. Moped operators must be 16
years of age and wear safety equipment. Speed limit is 25 mph unless
otherwise indicated.
Bicycles - Bicycle riding is permitted on the
Station subject to the following rules: 1) Persons riding bicycles on
roadways on the Station will proceed on the extreme right-hand side of the road
in the direction of traffic. 2) Lights are required after sunset. If
a bicycle is ridden at night, a front light and red rear reflector are
required.
Vehicle Checks - All vehicles entering or leaving Naval Weapons
Station Yorktown are subject to search.
Accidents - All vehicular
accidents occurring on the Station must be reported immediately to the DOD
Police Branch, Security Department, telephone (757) 887-4676.
Other
Restrictions - The possession and use of intoxicating liquor or liquid on the
Naval Weapons Station will be confined to officers' messes, officers' quarters,
and the Officers' and Enlisted Clubs or to personal dwellings occupied by
military residents on board the Station to include the Skiffes Creek Housing
Complex. All privately owned firearms must be registered with the
Security Officer, giving the type of gun, caliber, and serial
number. Pets are not allowed in inadequate quarters or in the 232
housing units at Skiffes Creek. The hunting or trapping of birds and
wild animals is prohibited on the Naval Weapons Station, except by specific
authority of the Commanding Officer. It is suggested that current
instructions concerning hunting be consulted at the time of
arrival.
Restricted Areas - Unauthorized private vehicles are not
permitted to enter the restricted areas of the Station, the entrances of which
are clearly marked by signs. Certain exceptions may be authorized
specifically by the Security Officer.
Photography - Military personnel
attached to the Command and dependents that reside on Station may possess and
transport cameras within the fenced area of the Station for the purpose of
taking photographs in other than prohibited or security areas.
Cell
Phones - Commencing on March 1, 2006, drivers on Navy installations throughout
the Mid-Atlantic region will no longer be able to use non-hands free cell phones
while operating motor vehicles on base. In addition to the restriction on cell
phone use, the wearing of any other headphones, earphones, or other listening
devices, not to include hearing aids, while operating a motor vehicle on DOD
installations is prohibited. The Navy will issue warnings to service members and
civilian employees, as well as visitors to the base, who are pulled over for
using a non-hands free cell phone while driving. The ban will be
implemented in three stages:

- Enforcement
Phase
- Penalty Phase
Base motorists, which
include military personnel, civilian employees, contractors, vendors and
visitors, are being informed about the cell phone ban restrictions via the local
news media, base newspapers, web sites, internal communications channels, signs
on base and at the gates.
Commencing March 1, motorists stopped on base
for violating the ban will be issued a written warning.
When the
penalty phase begins, at a date to be determined, following March 1, violators
will lose three driving points for each offense with a maximum of 12 points
accumulated before loss of base driving privileges for one year. The POLICY FOR
DISPOSITION OF TRAFFIC VIOLATIONS, CNRMA INST 5560.10 is currently
being updated to reflect penalties for non-compliance. Base personnel
with questions about the new procedures are encouraged to use their chain of
command. Vendors, contractors and visitors may contact the
[WHO]installation Security Department for additional
information.
The Navy ban restrictions follow a Defense
Department-wide regulation restricting the use of non-hands free cell
phones unless the vehicle is safely parked. The Defense Department
developed the regulation based on a study by the National Highway Traffic Safety
Administration, which found cell phone use to be the fastest growing
and most visible cause of distracted driving automobile accidents.
