The State of Virginia and Peninsula Public Schools have
comprehensive services and programs in Special
Education.
Personnel arriving with children who have special
education needs should contact the Special Education Department of the
applicable school district for information on enrollment procedures and
available support services.
In addition, the Exceptional Family Member
Program (EFMP) is designed to identify family members with long-term health
care, psychological, or special education needs. An EFMP regional
representative is at the Naval Medical Center, Portsmouth. For more

your Command EFM POC or the Fleet and Family Support Center EFMP liaison at

People With Attentional and Developmental Disabilities
Association (PADDA).
PADDA is a community-parent resource center based in
Newport News, Virginia. Our goal is to improve the quality of life and
educational results for all children with disabilities through high expectations
from our children and from those who educate them; working to ensure equal
protection to children under the law; research and advocacy for proven methods
of learning and teaching; training to make parents strong advocates through
education and participation. The PADDA is mandated to:
Investigate
incidents of abuse and neglect, follow up on reports of such incidents, and
investigate if there is probable cause to believe that such incidents have
occurred; and have access to all client records when given permission by the
client or the client's representative authorization and have access records
without permission when there is probable cause that abuse or neglect is
involved.
