To get Ohio auto plates or tags, you must get the title of your car transferred to Ohio.  Ohio drivers are required to have plates attached to the front and back of their cars.

There are several License Branches surrounding Wright-Patterson AFB:

Ohio Driver's License:  After 30 days of residency you must obtain an Ohio driver's license.  If you are under 18 or applying for your first license, you will need an "Ohio Driver's Education Certificate" from a local commercial school or High School or have your certificate transferred to Ohio, if coming from out of state.  If you have a valid license from another state, you must take a written exam and an eye test.  You must also present a Social Security card if the number is not on your current license.  If you do not hold a valid license, you must obtain a temporary driving permit and take the driving test as well as the eye and written exams.  The license must be renewed every four years, expiring on your birthday.

If you have an out-of-state license plate on your car and your windows are tinted, that is permitted.  If you have an Ohio license plate on your car, the following rules apply:  After market installed window tint, the side windows and back window must allow for 50% light transmission, and the front windshield must allow for 70% light transmission.  The only exemptions that apply are if the tint is factory installed or you have a doctor's statement saying your windows need to be tinted for medical reasons.

Vehicle Emissions Testing (E check): All vehicles registered on base will be required to successfully undergo vehicle emissions testing prior to renewing or receiving a new base sticker.  

Those with vehicles registered outside of an E check county will be required to produce a certificate, showing the vehicle has passed the E check.  Vehicles registered in the following counties are already required to have their vehicles emissions tested prior to receiving their state registration. They will not be required to produce this certificate when they get a new base sticker: Butler, Clark, Clermont, Cuyahoga, Geauga, Greene, Hamilton, Lake, Loraine, Medina, Montgomery, Portage, Summit, and Warren.

The local E check program requires emissions testing every two years.  Since the base has a three-year registration cycle for vehicles, it will be the responsibility of the vehicle owner to ensure their vehicle is emissions tested every two years.  Therefore, those driving vehicles registered outside of the designated test counties should carry their E check certificate in their vehicles at all times.
