With the passage of the Early Childhood Development and Academic
Assistance Act of 1993, all school districts are required to implement
parenting/ family literacy initiatives to support parents in their role as
principal teachers of their preschool children. Initiatives must provide parent
education and family literacy to parents who have children ages birth through
five years and who wish to participate. These initiatives must include special
efforts to recruit parents whose children are at risk for school failure.
