Vehicle Registration: All privately owned vehicles (POV) of Scott AFB military and government employees are required to be registered within three working days after arrival. POVs may be registered at your unit's orderly room or at Pass and Registration. Proof of ownership, current state registration, current driver's license, and proper insurance are required. The military ID card and a three day temporary AF Form 75, visitor's pass can be used for entry onto the base until your vehicle is properly registered.
Drivers' License: Illinois will honor most state licenses and different state tags if they are kept up-to-date. This includes family member's licenses. A driver's license is $10.00 for a period of three years with an examination if a family member needs a license.
Once your vehicle is registered with the State of Illinois, you may re-register it through the Scott Credit Union or Union Planters Bank on base.
All vehicles belonging to Illinois state residents must be registered. Military members stationed at Scott do not have to register their automobiles in Illinois as long as their home state registration remains valid. Registration fees can be paid for at any local licensing bureaus or banks. Annual registration fees: Automobile - $78.00 Motorcycle - $38.00
Child Restraints and Seat Belts: Missouri and Illinois have laws requiring the use of seat belts and child restraint seats.
Motorcycle Registration: All motorcycle registrations are done at 375 SFS, Pass & Registration Section. You will need proof of attending an approved motorcycle safety course and valid state license with motorcycle endorsement. For personnel who do not have proof of attending an approved motorcycle safety course, the following will apply: Report to 375 SFS Pass & Registration to obtain the following: 30 day Temporary Pass, SIUC MSC Schedule, and a 375th AW Motorcycle Rider Pamphlet. You will be required to sign a letter of understanding to attest acknowledgement and agreement of motorcycle rider requirements at Scott AFB. You then must register for a MSR course and you will receive enrollment confirmation in 1 to 2 weeks.
For personnel who do have proof of attending an approved motorcycle safety course, the following will apply: you must take a copy of the letter you received from your safety course to 375 SFS Pass & Registration to extend your temporary registration through your course date. Take course completion certificates to register your motorcycle at 375 SFS. If need be, update your driver's license (add motorcycle endorsement) prior to registration.
Helmets: The State of Illinois does not require helmets but they are required on base and in the State of Missouri. MILITARY MEMBERS ARE REQUIRED TO WEAR HELMETS AT ALL TIMES WHEN OPERATING A MOTORCYCLE.
Motor Vehicles Tinted Windows: Vehicles are not allowed to have tinted windows on the front windshield or front side windows. A six-inch strip of tinting is allowed along the entire length at the top of the front windshield.
Weapons Registration: Firearms ownership---All persons who own firearms in the State of Illinois must obtain a Firearms Ownership Identification Card. Persons living in any dormitory or staying in billeting on Scott are required to store weapons in the Security Forces Armory. The weapon is available for check-in/out at that location. Firearms will not be stored in privately owned vehicles.
Boat Registration: You must go off base to purchase a license for a boat. Licenses to operate a boat are not required in Illinois. Base fishing permits are sold at Outdoor Recreation.
Traffic and Parking: The speed limit on Scott is 15 to 30 MPH. Parking lots are 10 MPH.
Vehicle Checks--Parking on Scott is extremely limited. Because of this, it is necessary for the Security Forces and unit parking wardens to strictly enforce all parking regulations. Be sure not to park in a reserved or restricted area or in a non-designated area.
Accidents: If you have an emergency call 911 on or off base. Use this number to summon police, medical, and fire department to aid emergencies.
Crime: Criminal Offenses--Unattended children, petty theft or vandalism are current crime problems that can occur on base. Persons 10 years of age or younger will not be allowed to remain unattended in any vehicle. Persons under the age of 16 are not allowed to remain unattended in any vehicle with the motor running.
