One privately owned vehicle (POV) owned by you or your spouse may be shipped at government expense.  It must, however, be for you or your family members personal use only.  If you desire to make your own arrangements and ship an additional POV, consult your Transportation Office for any restrictions that apply.  You may be required to pay an import duty on the second vehicle.  You will need to deliver your vehicle to the departure port prior to the departure of the person on whose orders the shipment is to be made.  This includes dependent travel authorizations when no POV has been previously shipped on the sponsor's orders.  A POV will also be accepted for shipment if delivered to the CONUS port within 90 days after the sponsor or family member has departed for an overseas tour of duty in excess of one year.  The vehicle must be in a safe and operable condition when it is turned into the port.  Failure to do so may result in the terminal commander to refuse your POV for shipment.  Your vehicle must meet any host nation emission control and safety standards. DoD POV EXPORT CONTROL PROGRAM (ECP) is an important program which has been approved and authorized by the Environmental Protection Agency (EPA) in conjunction with DoD to assist in protecting the catalyst systems in POV's being shipped overseas to countries where unleladed gas is not available.  This is done by removing the catalyst pellets, converters, and oxygensensors and by using fuel-line adapters or removing fuel filler pipe constricting devices.  All costsin this conversion are paid by the servicemember.  Any emission control devises removed, must remain in the vehicle.  They can not be shipped separately. No more than one-fourth tank of gasoline is to be in the vehicle. Diesel engine vehicles may be shipped with the fuel tank three-quarters full.  Ensure the cooling system has anti-freeze added. Vehicles must be clean with the undercarriage and exterior surfaces free of soil and other foreign matter before turn-in at the terminal.  You must ensure that only authorized personal articles remain in your POV when it is turned in for processing.  The value of tools and tool boxes may not exceed the value prescribed by JFTR.  AM/FM, citizen band, and other radios, tape decks, and other accessories not permanently mounted must be removed before turning in the vehicle for shipment.
