The Exceptional Family Member Program (EFMP) was established by the Department of Defense to assist family members with long term emotional, medical, or educational challenges.  In order to serve the needs of the family members, early enrollment is mandatory. EFMP enrollment will ensure that the family will be stationed in an area where their proper medical and/or educational needs can be met.  After enrollment and evaluation of the family members condition, the EFMP member will be placed in a category dependent on the severity of the medical, emotional or educational disability.  A category 4 or 5 entitles the family to priority housing, which will place you in the top 11% of those on the housing list.  To enroll in the program, an application and literature about EFM can be obtained at the Navy Family Services Centers, or from the EFM Coordinator at any military hospital.
