ADVICE FOR SEEKING FEDERAL EMPLOYMENT:
If
you are a current or former federal employee with reinstatement eligibility
refer to the information provided in the sections regarding spousal preference
and federal employment. If you have never held a position in the competitive
service you will need some of the following information.
When applying
for positions in the federal government, you must fall within the area of
consideration (AOC) for which a position is advertised. This means
you must look for positions open to All Qualified (AQ), Open Competitive (OC),
or Non-Status (NS) applicants. If you have served active duty in the
military for 180 days or more other than training for the reserves, you may be
eligible for consideration under the Veterans Readjustment Appointment (VRA)
authority. VRA is a non-competitive appointment authority and allows
applicants to apply to many jobs even if the AOC is restricted to status
candidates (i.e., current federal employees). You should contact the
personnel office if you believe you may be eligible for this type of
appointment.
For first time federal employees, getting into the
competitive service is the most difficult and first step. Those with
the best opportunity for being selected are persons with professional
qualifications such as engineers, accountants, teachers and other positions
requiring a specific degree. Individuals eligible for selection based
on Outstanding Scholar requirements also have a better opportunity for
employment than most. For positions in the administrative fields such
as Budget Analysts, Personnelists, Management Analysts the competition is
extremely high. This is because there are typically many qualified
federal employees already in these types of occupations. There is not
quite the same surplus of employees in professional occupations. Due
to base closures, especially among Navy activities, there are also many
displaced Wage Grade employees (those in trades and skills
occupations). Occupations in these fields are also competitive and
not typically opened to those outside the federal service.With the significant
"downsizing" of the Federal Government and the Defense industry, many local
governments and larger corporations (i.e. IBM, Westinghouse, AT&T, etc) have
realized significant reductions in their workforce also. The "laid
off" employees have ventured outward from DC to seek security with smaller
companies not dependent on government contracts. For those seeking government
employment, have a current copy of your SF-171/OF-612/resume with
you. For current status Federal Government employees, make sure you
have you SF-50 prior to your departure and request Leave Without Pay for as long
