EMPLOYMENT OPPORTUNITIES for youth, as with the rest of the country, are somewhat limited.  There are two summer programs, one run by the local Job Training Partnership Act (JTPA) Program and the other by the California Employment Development Department. Porter Youth Center, located at the Ord Military Community is relatively new, and offers the full range of preteen and teen programs.  The administrative offices for the Youth and School Age Services program are located at Porter.
