All new residents of North Carolina are required, upon
establishing residence to register their vehicle(s) and plates. Active duty
military, non-residence, may be registered in their home of record state or
North Carolina as their duty station. Exemption does not include
spouses. Registration and sales of North Carolina plates are handled by the
North Carolina License Plate Agency. You can register your vehicle at one of the

All taxpayers living in Fayetteville/Hope Mills will pay an Auto
Privilege License Tax for the following vehicles:
Motor Vehicles;
Recreational Vehicles: Motorcycles; Travel Trailers; Utility Trailers;
Trucks.
Military NON-RESIDENTS are exempt from the City's
Motor Vehicle License Tax. A current LES must be submitted to County
Tax Office with the bill to show non-residency.
NORTH CAROLINA VEHICLE
REGISTRATION REQUIREMENTS
WHO HAS TO REGISTER? When someone
becomes a North Carolina resident, they are required to register their vehicle
in North Carolina. Active military members previously registered in
their home of record state have the option of staying registered in that state
or North Carolina as their duty station.
HOW MUCH DOES IT COST?
Fees
include a $36 title fee, 3 percent highway use tax based on the value of the
vehicle up to $150 (if previously registered in their name), and registration
fee ($20 for cars, $21.50 for trucks under 4000 lbs). Registrations
must be renewed yearly.
If purchasing a vehicle from a
dealer, the tax is based on 3 percent of purchase price minus any trade-in
credit. If purchasing a vehicle from an individual, tax is based on
3 percent of the value. Quotes can only be provided by bringing the
paperwork into a local DMV office. Checks will be accepted with 2 IDs
or cash for transactions. The notary fees on title applications must
be paid in cash ($3 for one signature, $4 for two signatures, and $5 for three
signatures).
WHAT DO I NEED: If vehicle is financed, you need
a current registration, name and address of lien holder, insurance company name
and policy number, and driver's license. If vehicle is not financed,
you need the title, insurance company name and policy number, and driver's
license. If the title has been lost, owner must apply for duplicate
title from the previous titling state. If military member is coming
from overseas, you need the military registration and copy of title held by lien
holder or title document. All persons whose names appear on the
title or registration must be present to sign the title application or be
represented by power of attorney.
WHAT HAPPENS AFTER I
REGISTER? A safety inspection is required for North Carolina within
10 days of registering in the state, and then renewed
yearly.
State inspections honored until expiration are
Louisiana, Maine, Mississippi, Utah and Vermont.
A county
personal property tax bill is issued about 90 days after
registration. Active military members who are not residents of North
Carolina are exempt from this tax. An LES for the month of
registration must be submitted yearly to the county courthouse to show
non-residency. Spouses who are not active military whose name
appears on titles are responsible for county
taxes.
TRAFFIC: North Carolina law requires motorists to use
headlights whenever they are using windshield wipers due to
inclement
weather.
North Carolina law requires that safety belts be
used by everyone in FRONT SEATS. Also, children age five and under
must be properly secured in child restraint seats no matter where they sit in a
vehicle. Anyone under 16 years of age MUST wear their seatbelt at ALL
times.
ACCIDENTS: Any accident with $500 or mor in
property damage or an injury to any person must be investigated by a law
enforcement officer. Vehicles involved in accidents should not be
moved.
You must be at least 18 years of age and you must have completed a
driver education course before applying for NC Driver License.
