For first time federal employees, getting into the
competitive service is the most difficult and first step. Due to
downsizing and base closures, many civil service employees have been
displaced. These displaced employees have priority placement benefits
and many positions are no longer opened to those outside the federal

Military spouse preference
provides priority in the employment selection process for military spouses who
are relocating as a result of their military spouse's PCS.
