A POV is a motor vehicle owned or on long term lease (12) months or longer by the military member or a dependent of that member, is self propelled, licensed to travel overland on the public highways, has four or more wheels, and is designed to carry passengers or property.  A motorcycle or moped can also be considered a POV if the member does not ship a vehicle with four or more wheels on the same set of orders.  In either case, the vehicle cannot be used for commercial purposes.

The POV Processing Site at Naval Base San Diego is a satellite office of the Los Angeles Vehicle Processing Center.  Personnel located in the San Diego area have the option to utilize this satellite office to drop-off or pick-up their POV for shipment or storage vice the Los Angeles Processing Center.  Marine Corps personnel must obtain pre-approval from their headquarters prior to using the San Diego POV processing site.  Air Force personnel may use the sight after the Personal Property Office provides an individual cost comparison analysis.  Army service members are not authorized to use the site at this time. YOU MUST LET THE PERSONAL PROPERTY OFFICE ARRANGING YOUR VEHICLE SHIPMENT THAT YOU WOULD LIKE THIS OPTION.  Refer to the Contacts/Link for contact information.

DIRECTIONS TO THE POV PROCESSING SITE - NAVAL BASE SAN DIEGO

FROM I-5 HEADING SOUTH: Take the 28th Street exit and proceed south through two signal lights.  Before railroad tracks, turn left through the sentry gate.  Proceed to the stop sign the go left up the incline (Le Hardy Street).  Take a left on Dolphin Alley; the processing site is on the last row of parking on Dolphin Alley on the upper end.

FROM I-5 HEADING NORTH: Take the 25th Street / National Avenue Exit and at the stop sign take a left turn on to National Avenue.  At the first stop sign take a left and turn onto 28th Street.  Proceed through two stoplights then take a left into the sentry gate just prior to the railroad tracks.  Proceed to the stop sign then go left up the incline (Le Hardy Street).  Take a left on Dolphin Alley; the processing site is on the last row of parking on Dolphin Alley on the upper end.

FROM I-15 HEADING SOUTH: Take the I-5 North exit and then take the 28th Street / National Avenue exit.  At the first stop sign take a left turn onto 28th Street.  Proceed through two stoplights then take a left into the sentry gate just prior to the railroad tracks.  Proceed to the stop sign then go left up the incline (Le Hardy Street).  Take a left on Dolphin Alley; the processing site is on the last row of parking on Dolphin Alley on the upper end.

Upon arrival in San Diego, you or your designated representative should contact the transportation office.  The Personal Property Office counselor will provide the telephone number.  If the vehicle has not arrived, let the office know whom to contact when it does arrive.  The destination port can only hold the vehicle for 45 days at the terminal.  If a member or representative is unable to pick up the vehicle within that 45-day period and the vehicle is transferred to storage, the member will have to pay the cost of storage.  Again, if a designated representative is used, ensure that person has a power of attorney or letter of authorization from the member.

DOCUMENTS REQUIRED TO PICK UP YOUR POV
If someone other than the member arranges for the POV shipment and releases it at the port for shipment, that person must have the appropriate authorization from the member; either a power of attorney or letter of authorization notarized or counter-signed by a commissioned officer.

The member or member's representative must show proof of ownership and /or registration, or a lease agreement on the vehicle and a copy of the PCS orders.
  
JOINT INSPECTION
Before the vehicle is released, a port terminal inspector, you or your designated representative, will conduct a vehicle inspection to identify and acknowledge any damage that occurred during shipment.  The vehicle will be released when you or your representative and the terminal inspector sign DD-Form 788, the "Private Vehicle Shipping Document," initiated at the origin port.  Ensure that a legible copy of this form is received from the inspector.  It is critical that all discrepancies found during the joint inspection be noted on the DD-Form 788 as verification of shipment damage.  Failure to note damage will jeopardize the claims settlement.

CONTINENTAL UNITED STATES POV SHIPMENT
You may be authorized to have your vehicle(s) shipped in the continental United States if you are assigned to a ship that is changing homeports, have insufficient travel time to drive from the old to the new duty station (documented in writing by your commanding officer), or have a medical condition that is certified in writing by a doctor.  A dependent of a deceased member may be authorized to have a vehicle shipped as well.  If you believe you meet any of these conditions you should check with a counselor.  Otherwise, you should plan on moving your own vehicle(s) within the continental United States.
