The Naval Computer and Telecommunications Area Master Station, Pacific, (NCTAMS PAC), Wahiawa, Hawaii is the world's largest communication station. The headquarters site of this shore command is located in the central section of the island of Oahu, approximately three miles north of Wahiawa, often referred to as the "Pineapple Capital of the World".  All areas in Hawaii are considered high cost since all consumable items must be shipped into the state.

HISTORY - When Captain James Cook, the British navigator, arrived in the Hawaiian Islands in 1778, Pearl Harbor was called "Wai Momi," meaning pearl water, named for the pearl oysters that thrived in its waters.  It remained undeveloped until the late 19th century, when several nations sought to obtain it as a fuel and supply base.

A long period of negotiations followed with the Hawaiian monarchy, ending with the United States obtaining exclusive rights to Pearl Harbor in 1884.  The Spanish American War confirmed the strategic value of Pearl Harbor as an advanced naval base, but it was not until 1900 that dredging of the entrance began.  By 1916, Pearl Harbor ranked tenth in value among the Navy's growing bases.

MISSION - As the largest Naval harbor, the primary mission is to provide berthing and shore side support to surface ships and submarines, as well as maintenance and training.  Pearl Harbor can accommodate the largest ships in the fleet, to include dry dock services, and is now home to over 160 commands.  Housing, personnel, and family support are also provided and are an integral part of the shore side activities, which encompasses both permanent and transient personnel.  Since Pearl Harbor is the only intermediate maintenance facility for submarines in the Middle Pacific it serves as host to a large number of visiting submariners.

NCTAMSPAC provides operational direction and management to all Pacific Naval Telecommunication System users. In addition to this function, NCTAMSPAC manages, operates, and maintains Defense Communication System and Naval Telecommunication System assets, and offers a full range of ADP and Information Resource Services, Maintenance and Repair, and Communication/Electronic and Defense Message System coordination to the Navy and other DOD activities in the Pacific.

POPULATION SERVED - Naval Station Pearl Harbor provides service comparable to a large city. The bachelor quarters house approximately 3,000 permanent party and transient personnel. The Naval Station's Family Service Center provides essential training, counseling, spouse employment and family enhancement programs for over 55,000 people each year. The Naval Station also owns and operates one of the Navy's largest recreation and special services programs, has its own police and security force and is responsible for DOD firefighters in 13 stations island-wide.

SPONSORSHIP - If you have "hard copy" orders, and have not been contacted by a sponsor, contact your gaining command to request one. Sometimes sponsorship is not an automatic process. It takes you and your sponsor to make sure the Sponsor Program works. Your sponsor will be the primary point of contact for a Welcome Aboard Package and information on your new Command, Naval Station and the Honolulu area. You may also call or email the Fleet and Family Support Center to request a Welcome Aboard Package. The FFSC number is (808)-473-4222 ext 1. Our Welcome Aboard Packages contain housing, community and Station information.

TEMPORARY QUARTERS - Hawaii Regional Bachelor Housing manages and operates all Navy bachelor housing on the island of Oahu. This includes facilities in Naval Station Pearl Harbor, Naval Magazine Pearl Harbor, Naval Computer & Telecommunications Area Master Station (NCTAMS) Wahiawa and the "Hale Kela Moku Housing" in Marine Corps Base Hawaii. Navy VQ facilities are for authorized military, DoD civilians and contractors on official travel orders. Active duty military on leave and their dependents and retirees may stay on a space available basis.  For Navy-funded travel, the official Navy's travel policy requires personnel to obtain all travel arrangements through their local servicing Commercial Travel Office (CTO) whenever possible. We provide information and referral for resources available in the community and at other nearby military installations.  Arrival services include sponsor program, information on housing, schools, home buying, cultural tours/briefs, lending closet, and more.  Call us at (808) 473-4222, or visit our Customer Service Desk at Bldg. 193, Pearl Harbor, Monday through Thursday 7:00 AM to 4:45 PM; Friday, 7:00 AM to 4:00 PM.

CRITICAL INSTALLATION INFORMATION -- Report to your command first.  Have the quarterdeck endorse your orders with the date and time reported.  Then report to PERSUPDET (PSD) Pearl Harbor with all your orders, records and receipts.  Note:  It is very important that PSD process your paperwork within the first two days of your arrival, three at the absolute maximum.  Undue delays will only adversely affect your pay and PSD wants to make sure your pay account is updated and balanced quickly and efficiently.  If you are planning to take leave directly after reporting to your command, you are still required to inprocess at PSD before commencing leave.  The squadrons have their own Personnel Offices, however, pay documents are processed by the Squadron Disbursing Clerks at PSD.  CHECK in with the Navy Aloha Center (Housing Office) and receive a TLA non-availability certificate for government quarters which is to be taken to your command/PSD for processing.  The Navy Aloha Center is located at 988 Spence Street, off Bougainville Drive, across from the NEX Garden Shop.

The Navy Aloha Center requires an appointment for the check-in process. Upon checking in with the Navy Aloha Center, members will be assigned a personal counselor who will be their individual point of contact until housing has been assigned. Contact PSD with any other questions or concerns.
