THE
VIRGINIA LANDLORD TENANT ACT: Before signing a lease, visit the Navy
Housing Welcome Center to have the lease reviewed. They will also
assist
you in determining what you can afford to pay for rent or
mortgage. Any
lease a military member signs must have a military
clause, allowing for
release from the lease for a PCS move of 35 miles or
more out of the area.
You are still required to give 30 to 60 days written
notice and will lose
all or part of the security deposit if you have been in
residence under one year. You will not, however, be held responsible
for rent through the expiration of the original lease. MAKE CERTAIN
YOUR LEASE HAS THIS CLAUSE!! Landlords are also required to return
what is due of your security deposit, with interest, to you within 30 days after
you vacate the rental unit. If they withhold any money due to
damages, they must provide a
list of damages and how much they charged for
each repair. Remember
also that most leases are written to renew
automatically if you do not
give the landlord sufficient notice.
THE
RENTAL PARTNERSHIP PROGRAM (RPP)
If you do plan to rent an apartment, the
housing RPP provides
the military member an opportunity to rent off base
often with reduced
intitial set-up costs. Visit the Navy Housing
Welcome Center for
information on this program.
RPP apartments are
offered at a discounted rate. Military
personnel with a minimum of
1 year on orders in the Hampton Roads area
in all pay grades are
eligible. Provisions of the military clause
apply. Participating complexes are evaluated to meet required
standards. Rental payments by allotment are required, with initial
payment by certified
check or money order.
Personnel interested are
asked to bring in a copy of orders, a recent LES,
and if single, permission
to live off base.
