Contact Military Traffic Management Command (MTMC) POV Processing
Center in Portsmouth to handle incoming POV shipments. The Portsmouth Center is
the centralized office for the entire Hampton Roads area for shipping and
receiving POVs.
Inbound POV shipments are picked up at the Military
Vehicle Processing Center in Portsmouth. Bring shipping paperwork
(form DD788), a picture ID, and power of attorney or notarized letter
authorizing someone other than the service member to pick up the
car. SPOUSES NEED THIS, EVEN IF THE VEHICLE IS TITLED/REGISTERED IN
THEIR NAME. Proof of insurance is not needed to pick up a vehicle;
however, the state of Virginia requires insurance to drive the
vehicle.
