The public schools in the area provide special education services which include programs for talented and gifted children as well as exceptional family members.    Active-duty personnel with special needs family members are required to register with the NAVAL AMBULATORY CARE CENTER'S EXCEPTIONAL FAMILY MEMBER PROGRAM.  (See EFM Program in Medical Section). Infoline, a directory of community services for eastern Connecticut, lists numerous resources to meet the needs of persons who may be emotionally, physically, learning disabled or gifted.
