Naval Security Group Activity, Fort Meade, Maryland is located midway between the cities of Baltimore, Maryland, the District of Columbia, and Annapolis. Fort Meade rests near the communities of Columbia, Odenton, Severn, Jessup, and Laurel. Fort Meade is home to approximately 9,350 military personnel, in addition an estimated 5,959 family members reside on post, there are approximately 31,669 civilian employees.

The overall installation mission is to provide a wide range of support to all military affiliated personnel assigned to Fort George G. Meade and the Baltimore-Washington corridor.  NIOC Md Fort Meade is a tenant command serving with the Fort George G. Meade Garrison.  The mission of NIOC Md Ft. Meade is to provide administrative and personnel support to all Navy personnel assigned to this command, to Commander, Naval Security Group, the National Security Agency, the Headquarters Company, Marine Support Battalion, the Program Operations Group (PCOG) and Atlantic Fleet operating forces.  As the nation's responsibilities change, NIOC MdFM continues growing and increasing its ever-changing mission.  The command has responded to every challenge, improving facilities and revising programs providing second to none professional leadership.  Within the command is a highly trained staff to assist personnel in human resources, education, training, career enhancement, medical, family assistance and emergency relief as well as recreational activities.

Naval Security Group Activity, Fort Meade is the largest Naval Security Group Activity with a complement of over 2500 officer, enlisted, and civilian personnel, and is subject to the area coordination of Commandant, Naval District Washington.

All people who live and work on Fort George G. Meade are required to register their vehicle(s).  The policy applies to all Department of Defense personnel, military and civilian to include those employed by nonappropriated fund activities.  It also includes contractors who work on Fort Meade or who would require access to facilities during emergency conditions or periods of restricted access.

To register a vehicle you must show: an ID showing government affiliation; a valid drivers license and valid registration as well as proof of insurance.  If the vehicle is not owned by the registrant, the owner must authorize the registration with either a power of attorney or a notarized letter. VEHICLE REGISTRATION IS LOCATED IN THE VISITOR CONTROL CENTER AT THE LEWELLYN GATE ON LEWELLYN AVE.

Decals issued by other installations ARE honored on Fort Meade.

Personnel arriving to Fort Meade from Baltimore-Washington International Airport should take 295S, get off on the Odenton exit, MD Route 175, and follow brown and white directional signs.

If driving from points south, take 95N to 295N, getting off on the Odenton, Rt. 175 exit.

It is important for newcoming personnel to handcarry birth certificates, shot records, social security cards, proof of insurance, updated 171 or resume and pet registration licenses.

Once you check in with the Quarterdeck, all persons authorized to live off-base and requiring temporary lodging are to call the Army Lodging, (301) 677-5884/6529, prior to making arrangements to go off post.  Unaccompanied personnel will be assigned a room in the Bachelor Quarters.

In the event that billeting is not available in the BQ or with Army Lodging, a statement of non-availability will be issued authorizing Temporary Lodging Expenses (TLE).

GUEST HOUSE (Abrams Hall)
The Guest House operates in a hotel concept with cable television, private bath, refrigerator and microwave.  Other features of the improved guest house include a kitchen, laundry room and big screen television in the lobby.  For the younger guests, there is a newly equipped playground.  Burger King adjoins the guest house parking lot, as does the Post Exchange and Commissary.  Unfortunately, the guest house DOES NOT ACCEPT PETS.

Reservations are accepted 30 days in advance.  Personnel who are on temporary duty or permanent change of station (PCS) orders, either in or out-processing, have precedence.  PCS personnel may stay at Abrams Hall seven days when departing Fort Meade, or 30 days upon arrival.

REPORTING PROCEDURES - All NIOC Md personnel should report to the Quarterdeck, Bldg. 9803, to have their orders endorsed.  CNSG personnel should call (240) 373-3068 for check-in procedures. If reporting during normal duty hours, personnel will then proceed to the Personnel Support Detachment (PSD) in Bldg. 4215, Roberts Avenue (pick up a map to PSD from ADMIN or the Quarterdeck).  If reporting after normal duty hours, or on a weekend or holiday, you should report to PSD at 0730 on the first working day following the day you reported aboard.  Uniform of the Day is required when checking-in.  It is the policy of Commander, Naval Security Group (CNSG) and Naval Security Group Activity (NIOC Md) that all newcomers be accompanied by their sponsors for check-in.  PSD will begin your check-in process.

UNIFORMS - The prescribed Uniform of the Day for CNSG/NIOC MdFM during the winter months (first Monday in October through the Sunday before the first Monday in May) is Service Dress Blue.  The alternate uniform is Winter Blue with the Summer Khaki uniform authorized for E7 and above personnel.  During the summer (first Monday in May until the first Monday in October) the prescribed Uniform of the Day is Summer White for E7 and above; Service Dress White for E6 and below.  The alternate uniform is Summer Khaki for E7 and above; Summer White for E6 and below.

FORWARDING MAIL - NIOC Md maintains a mail room in the BQ.  Personnel ordered to Fort Meade who do not have a permanent address in this area, must have their personal mail directed to this activity, NOT to the National Security Agency.  The correct address is:

MESSING FACILITIES - Upon check-in, enlisted personnel residing in the BQ will be issued a memorandum which will be carried over to the House of Four Hats Dining Facility.  This memorandum will be used to enter the member's name into the Four Hats data base so the personnel on Rations in Kind may eat at the facility by showing their military ID card.  Those enlisted personnel authorized COMRATS will continue to receive COMRATS cards.  Officer personnel may use the Four Hats Dining Facility on an occasional basis, although a floating surcharge will be levied for officers using the facility.


FIREARMS - Immediately upon reporting, all privately owned firearms of personnel living in the BEQ or in family quarters on Fort Meade must be registered at the Visitor Center on Lewellyn Ave. The use of air rifles and pistols on the Fort Meade reservation is strictly controlled.  Such weapons should only be fired on the appropriate ranges available on post.  Firearms may be stored in family quarters.  BEQ residents will store firearms in the armory, not in the BEQ.


SCHOOL REGISTRATION - Parents are urged to register their children for school as soon as possible after they move into the school's attendance area.  Fort Meade schools are Anne Arundel County Public Schools.  If your child is currently receiving Special Education Services, please obtain a copy of your child's IEP (Individualized Education Plan)prior to transfer.  For more inforamtion about transferring with a child that has special education needs, please contact the Exceptional Family Member program Coordinator  at (301) 677-9014/9017/9018.  The telephone number for Anne Arundel County Board of Education is (410) 222-5000.  The School Liaison Officer for Ft. COST OF LIVING - Fort Meade is in the Baltimore-Washington Corridor and is a very high cost of living area.  Service members relocating to this area should keep this in mind.  Average rental fees exceed $1000 per month.

VEHICLE CHECKS - Vehicle checks are conducted randomly.  Vehicles not displaying military registration stickers will be stopped after 10 p.m..

ACCIDENTS - All vehicle accidents that occur on post must be reported to Military Police.  Inquiries regarding accidents may be directed to (301) 677-3612.  Minor accidents are recorded and serve as a basis for future claims or insurance company information.

There are several convenient locations for the Department of Motor Vehicles (DMV).  The phone number is 1(800)950-1682, 8:30 a.m. to 4:30 p.m., Mon. thru Fri. and the third Sat. of each month.  The DMV examines and licenses drivers, conducts driver training programs, titles/registers vehicles, issues identification cards to adult non-drivers.  Serves persons 16 and over.  Fees vary. State residency required.  Service members who retain residency in their home state are not required to obtain a Maryland driver's license.

REQUIRED AUTOMOBILE LIABILITY INSURANCE - Even if you choose not to register your car with the State of Maryland, your vehicle must be covered by an automobile insurance policy which is written by an insurance company licensed to do business in Maryland.

The policy must provide the minimum Maryland limits of $20,000/$40,000 covering bodily injury and $10,000 covering property damage and include uninsured motorist coverage in like amounts; and must include $2,500 in economic loss coverage. (Economic loss coverage can be waived through your insurance company and is not required on motorcycles.)  Maryland law requires that all registered vehicles be continually insured. When the required insurance is canceled or terminated, the registration plates (tags) are automatically suspended and must be returned to the MVA immediately. Failure to do so will result in an uninsured motorist penalty fee and the record will be "flagged' to  prevent the issuance of additional registration documents.

CRIMINAL OFFENSES - If vehicle operator is taken into custody for a criminal offense (i.e. drugs, firearms, larceny, vandalism), appearance before U.S.  District Court (if civilian) or military commander (if military) may be required.

RESTRICTED AREAS - Meade Village and Arwell Court in the Orchards at Severn, located in Severn, MD, are off limits for military residency. Check with housing or the MPs for an up-to-date listing before occupancy.
