COMMUNITY HOUSING
DOD Manual 4165.63 requires military
members to receive a housing referral briefing before making housing
arrangements to reside off base. The Housing Management Flight is
available to assist you by providing information concerning local laws,
community information, and current rental and sales listings which will refer
you to local realtors, property managers, and private
landlords.
Rental leases are normally long term (more than 30
days). Availability of housing off-base is fair provided you do NOT
have pet cats and dogs. Apartments are readily available; rental
townhouses, condos, and houses are limited and come in a variety of sizes and
cost. Rental security deposits may not exceed one month
rent. Those few landlords who do permit a pet cat or dog can charge
tenants up to $1,500 for pet deposit. The average cost of one, two
and three bedroom apartments and houses range from $335 to $600+ per
month.

1. COST: Off-base
housing is considered suitable when the amount of rent plus utilities (except
telephone and cable TV) does not exceed Basic Allowance for Housing (BAH), plus
Out of Pocket (OOP) expenses. The dollar amount out of pocket for
each grade is calculated as a fixed percent of the nationwide (national) median
cost of housing for that grade. National median housing costs vary by
pay grade; hence lower pay grades will have lower out of pocket
costs.
2. COMMUTING DISTANCE: Off-base
housing is considered suitable if you live within one hour driving time to the
base. All rental listings with the Housing Management Office are
within one-hour driving time to the
base.
3. GENERAL CONDITION: Each
rental unit must have its own entrance, bath, and kitchen for the sole use of
the occupant(s). Unit must be well constructed, in a good state of
repair, and not pose a health or safety hazard. Unit must have hot
and cold potable running water, a bath with a tub or shower, at least one
flushable toilet, heating system, electrical service, and stove/refrigerator
(unless the tenant has their own appliances, or if rental appliances are
available). Unit must be in a residential area and not subject to
fumes, industrial noise, or other objectionable features. All rental
units listed by the Housing Management Office meet the above
standard.
4. CLEANLINESS CONDITION: There are no
specific cleanliness standards for off-base rental housing because cleanliness
is subjective in nature, and personal standards or expectations of cleanliness
vary widely depending on the
individual.
5. MAINTENANCE AND CARE OF OFF BASE
RENTAL HOUSING: Landlords and tenants have dual obligations under
North Dakota law: Comply with building and housing codes, keep the
dwelling clean and safe, removal of garbage and other waste, proper use and
maintenance of all utilities, and proper use and maintenance of smoke
detectors. Tenants must report promptly the need for
repairs. Landlords, in turn, are required to make the repairs in a
reasonable amount of time. The "Landlord and Tenant Rights in North
