Service members arriving with an exceptional family member or a child needing early intervention services must contact the Exceptional Family Member Program (EFMP) office upon arrival.  The EFMP office is the installation coordinator for services and is co-located with the Life Skills Clinic in the Medical Treatment Facility, Bldg 375, telephone 830-298-6422 or DSN 732-6422.

The EFMP program identifies eligible Department of Defense families with exceptional medical or educational needs, helps those families obtain required services, and ensures those families have access to necessary services if reassigned.  The EFMP identifies sponsors whose family members have exceptional needs and assists the MPF in updating the Assignment Limitation Code Q that is assigned to the sponsor for the purpose of ensuring service availability upon PCS.  Therefore, EFMP enrollment is mandatory for active duty sponsors whose family members meet enrollment criteria established by AFMO/SGOF.  The EFMP helps families effectively find and use appropriate medical, social services, and educational programs with the goals of increasing family self-sufficiency and improving family self-advocacy skills.

The Air Force EFMP is primarily a PERSONNEL FUNCTION involving the Family Member Relocation Clearance Process (FMRC).  The Special Needs Identification and Assignment Coordination process identifies family members with special needs for reassignment purposes.  Historically, the Air Force has supported family members with disabling conditions.  EFM Programs for AF families with special needs members experienced wide variability from base to base.  The current Special Needs Identification and Assignment Coordination process supports personnel assignments.  When families relocate, the process is critical to determine the availability of services for spouses and children with special needs.  The process links the services of the Military Personnel Flights, the Medical Treatment Facilities, and the Family Support Centers.  The Air Force Special Needs Coordinator is located in the Family Advocacy Office at the Military Medical Treatment Facility (MTF).
