The Department of Defense recognizes that family problems often
have an adverse effect on readiness, retention, and quality military
performance. While some individuals are able to resolve problems
without outside assistance, others require help for problems that, if
unaddressed, could result in child abuse and/or family
violence. During the 1970's, DOD and Congress established policy
directives and provided resources to reduce the incidence of domestic
disturbances among military families. The focus has developed into
the DOD Family Advocacy Program (FAP), which directs programs in each of the
military services to help families overcome the effects of child and spouse
abuse.
The Family Advocacy program offers classes, individual and group
counseling, and support groups to help deal with parent-child or spousal
conflicts.
The Family Advocacy Program is part of the Life Skills Support
Center and is composed of both outreach and family maltreatment. The
Outreach and Prevention Program is intended to prevent and reduce the occurrence
of hardships on families through the use of prevention programs, outreach
services and life skills training which strengthens families. These
services include, but are not limited to parenting, parenting teens, community
education programs on family maltreatment, seminars on communication skills,
family and marital counseling, and liaison with other base or community
agencies.
The Family Maltreatment component is designed to identify,
report, assess and treat family maltreatment and to provide other necessary
medical and non-medical services for victims, offenders and other family
members. Services include assessment, treatment, referral, and case
management, protection from further abuse, counseling, and program research and
evaluation.

EXCEPTIONAL FAMILY MEMBER PROGRAM (EFMP) - The EFMP
identifies members with exceptional medical or educational conditions and
assures the provision of adequate general medical services, medically-related
services, or special education services. For additional information

SPECIFIC SERVICES:
- Provides individual, marital, and family counseling, as well as referrals
to other support services within the military and civilian communities.
- Provides educational and outreach services to base personnel.
- Family Home Day Care screenings.
- Processing overseas clearances for family members whose sponsor has
received notification of reassignment.
- Assistance with EFMP reassignment.
- New Parent Support Program - servicing families with children 0 to 3 years
old. Prenatal and Parenting Classes are offered.
