VEHICLE REGISTRATION

Within 30 days after establishing legal residence in Virginia, you are required to apply for a Virginia Driver's License, title your vehicle in the state, register your vehicle to get a state license plate, and obtain a local sticker or decal (if required). Your vehicle must have Virginia state inspection of safety equipment.  Local service stations are licensed to do inspections.  You don't need to register your vehicle or get a Virginia License if you are in the military and licensed in another state.  Overseas drivers licenses and registration are valid for a period of thirty (30) days.

The Military District of Washington vehicle registration system is designed to enhance the Command security, crime prevention, and safety programs and thereby improve the health and welfare of our service members, civilians and their families.  Those assigned, attached or on temporary duty (TDY) status to unit/sections on MDW posts are required to register their vehicles. This does not include personnel on TDY whose vehicles are currently registered with DD FM 2220 by another post. Civilians, post/installation contractor employees and members of other services who are billeted on MDW posts, whose vehicles are not registered with their parent services are also required to register. Items required to register a vehicle within MDW are: ID card, drivers license, state registration and proof of insurance. Please bring these items to Start Right(in processing) in order to register your vehicle.

RENTAL VEHICLES

If a vehicle is a rental vehicle, the driver can obtain a one-day pass or a pass for the length of the rental.  To do this, personnel will need to present their rental agreement, driver's license, and DoD Identification card (military or civilian).

COUNTY DECAL REQUIREMENTS

Personnel residing on Fort Myer or Fort Belvoir, regardless of their vehicle's state registration and ownership, do not require a county decal and are not taxable.  However, a free Fairfax or Arlington County decal will avoid having to explain your exempt status to local police.  Personnel residing off post must have a county decal from the county in which they reside. Active duty soldiers who are NOT legal residents of Virginia and have their vehicle registered only in the name of the soldier are EXEMPT from county Personal Property Taxation and fees for county decals.   However, they must obtain a free decal and renew it annually.  Motor vehicles registered in BOTH the name of the soldier and a non-military spouse are NOT EXEMPT from the annual county personal property taxes or fees for each decal.  Locations where county decals can be obtained are available at Fort Myer's Provost Marshalls office.
