appointment overseas or on a career or career-conditional appointment at the
time the PCS orders are issued. The spouse must be placed on leave
without pay (lwop) or be separated from their appointment due to PCS in order to

PREFERENCE. (1) Military Spouses: Spouses Employment
Preference (SEP) will be given to eligible spouses of active duty military
members, to include National Guard, and Reservist and Coast Guard on active
duty. To be eligible for SEP, the spouse must have entered into

current duty station. To receive spouse employment preference, the applicant
must submit a copy of the sponsor's PCS orders and a copy of the marriage
certificate with DA Form 3433, Application for Nonappropriated Fund

days before the military sponsor's reporting date to a new duty station and
continues throughout the military sponsor's entire tour of duty, or until
acceptance or declination of a regular status position offer (NAF or APF) at the
grade for which preference has been requested. Refusal by the spouse
to participate in established recruitment procedures for regular status
positions (i.e., interview, KSA's where required, etc.) is considered a
declination of employment and is basis for termination of SEP entitlement for
the current PCS of the sponsor.
