SPOUSE PREFERENCE FOR APPROPRIATED FUND (AF)

Spouse preference for Appropriated Fund Positions is afforded only through the Department of Defense Priority Placement Program.  In order to be eligible, the spouse must be already serving on an expected appointment overseas or on a career or career-conditional appointment at the time the PCS orders are issued.  The spouse must be placed on leave without pay (lwop) or be separated from their appointment due to PCS in order to receive spouse preference priority placement consideration.  Registration for departing spouses may be accomplished 30 days prior to sponsor's reporting date at the new duty location.

SPOUSE PREFERNCE FOR NON APPROPRIATED FUND (NAF)

EMPLOYMENT PREFERENCE.  (1) Military Spouses:  Spouses Employment Preference (SEP) will be given to eligible spouses of active duty military members, to include National Guard, and Reservist and Coast Guard on active duty.  To be eligible for SEP, the spouse must have entered into marriage with the military sponsor before the military sponsor signed in to the current duty station. To receive spouse employment preference, the applicant must submit a copy of the sponsor's PCS orders and a copy of the marriage certificate with DA Form 3433, Application for Nonappropriated Fund Employment.  The spouse's eligibility for spouse preference begins 30 days before the military sponsor's reporting date to a new duty station and continues throughout the military sponsor's entire tour of duty, or until acceptance or declination of a regular status position offer (NAF or APF) at the grade for which preference has been requested.  Refusal by the spouse to participate in established recruitment procedures for regular status positions (i.e., interview, KSA's where required, etc.) is considered a declination of employment and is basis for termination of SEP entitlement for the current PCS of the sponsor.
