Members are reminded that federal law allows shipment of only ONE
vehicle at government expense - Members that utilized their Privately Owned
Vehicle (POV) shipment in conjunction with Early Return of Dependents (ERD)
orders DO NOT HAVE AN ENTITLEMENT TO SHIP A SECOND POV UPON THEIR DEPARTURE FROM
THE OCONUS.
PRIVATELY OWNED VEHICLE (POV) IN-BOUND SHIPMENTS
Call the
Vehicle Processing Center (VPC) to find out if your vehicle is available for
pick-up: 1-808-848-8383. Members picking up vehicles will be seen on a walk-in
basis.
There are two carriers that ship vehicles to Hawai'i.

Pick-Up and
Acceptance Procedures:
1) Obtain your Hawai'i no-fault insurance
before pick-up date. You must have the following with you when you
pick-up your vehicle.
-Current registration
-Copy of DD-788 (Private
Vehicle shipping document)
-Valid driver's license
See POV Safety
Inspection section for further information.
2) Allow plenty of time to
thoroughly inspect your vehicle for damage, and carefully note all damage on
DD-788.
3) Do not let the inspector rush you. It is your
responsibility to note specific damage on the DD-788. This form is a
critical document for shipped vehicle claims. You need to note all
the damage at the port that is readily observable. Besides the
obvious dents and scratches, you should:
-Check your oil and other fluids
-Start your vehicle to ensure that it runs properly, if you can drive the
car on the lot to identify readily apparent problems.
4) If there are any
problems, whatsoever, note them. If you don't write down damage that should have
been noted at the port, you may not be able to establish that the carrier caused
the damage and won't be able to recover it.
5) Sign and date the back of
DD-788. The shipping agent will also give you a shipping receipt that
you need to register the vehicle with the Hawai'i Department of Motor Vehicles
and Licensing (DMVL).
6) If you discover any HIDDEN damage after driving
away, report it right away.
7) You have 30 calendar days after
pick-up to get a vehicle safety inspection and get registered with the
DMVL. You should get your POV inspected, registered with DMVL and DOD
registered as soon as possible.
PLEASE NOTE: In order to pass the Hawai'i
safety inspection, your automobile's tinting will have to be at least 35 or
over.
PRIVATELY OWNED VEHICLE (POV) OUT-BOUND SHIPMENTS
The following
procedures are in place to make the turn-in of your POV as quick and easy as
possible.
1) Have the appropriate documentation
available:
- Completed POV Shipment Worksheet
- Copies of
orders with TAC code (3 copies)
- Customs Clearance Letter -- A customs
clearance letter must be completed for shipments destined for overseas. For
Coast Guard this includes shipments to Guam, American Samoa, Puerto Rico and
other overseas areas ( This does not include Alaska). Contact the Transportation
Office for more information.
- Leased Vehicles - To ship vehicles on
long-term lease, members must present their lease agreement and a shipment
authorization letter from their leaseholder.
- Letter of Authorization if
dual ownership
- Lien Holder Authorization.
- If going overseas, the
registration and title must be notarized and TMO must have the original lien
letter
- Motorcycle title and current registration
- Marriage certificate
if name does not match Registration/ Title
- Power of Attorney

Title/Registration - Bring the Original Title and Registration as appropriate to
the VPC with you!
2) Validate your VPC Worksheet with the Hickam Traffic
Management Office (TMO) before turning in your vehicle to the Oahu
VPC. Required documents include:
- 2 copies of current
registration
- 2 copies of title or letter
- 4 copies of orders
- If
there is a lien, the member must provide letter from leinholder authorizing
shipment of POV; this is a Hawai'i State law and there are no exceptions!

If shipping overseas/foreign country, member must bring in original letter or
notarized title.
3) Drop off your POV at the Vehicle Processing
Center:
The Honolulu VPC located at Matson Terminal's Sand Island
Facility, Pier 51-B, Sand Island Access Road. The VPC is in the Matson Auto
Office.
4) Call to confirm VPC Hours:
The VPC is open from
8-3:00p.m., Monday through Friday. The VPC is closed on all federal holidays.
POV processing normally takes approximately 1 hour and they request you arrive
at the VPC by 3PM to allow processing of your vehicle (808) 848-8383.

Make an appointment to drop off your POV:

6) Ensure your vehicle
meets the following standards before being dropped off at Matson (you will be
turned away otherwise!):
- Alarms: If you have an alarm it must be
deactivated.
- Clean Vehicle: The POV must be delivered to the VPC thoroughly
cleaned. This includes washing the exterior and vacuuming the interior. A clean
car is necessary to insure an accurate survey of the condition of your vehicle
can be performed. Dirty cars will not be processed, member is responsible NOT
THE VPC!
- Flammable Items: Remove flammables such as flares, oil, wax,
polish, etc.
- Fuel: There may be no more than of a tank of fuel in the
vehicle. This is a DOT requirement for which there are no exceptions.

Glass: If auto glass is cracked, or badly pitted the VPC Contractor may ask you
to sign a liability waiver.
- Keys: A complete set of keys for the vehicle
must be provided at turn in. This includes ignition, doors, trunk, wheel locks
etc.
- Over Dimensional POVs: Vehicles over 800 Cubic Inches will have
additional cost for shipment, your POV must be measured by the VPC to determine
additional cost. Call (808)848-8383 to advise your arrival. If the charges have
not been paid your POV will not be accepted for shipment.
- Stereo: Only
permanently installed stereo equipment may by left in the vehicle. Detachable
faceplates and speaker, which are not permanently mounted, must be removed. The
definition of mounted is bolted or screwed in tight, not strapped.
7)
Keep items kept with car at a minimum
WARNING: SHIPPING
YOUR POV STATES THAT YOU CAN LEAVE CERTAIN ITEMS WITH YOUR
CAR. INSIST THAT ALL THESE ITEMS ARE LISTED ITEM-BY ITEM ON YOUR
DD-788, otherwise you will not be able to claim them if they get misplaced or
stolen during transit.
8) Make sure your POV meets any host nation
emission control and safety standards:
The Department of Defense POV Export
Control Program (ECP) is an important program which has been approved and
authorized by the Environmental Protection Agency (EPA) in conjunction with DOD
to assist you in protecting the catalyst system on your POV being shipped
overseas to countries where unleaded gas is not available. This is
done by removing the catalyst pellets, converters, oxygen sensors and by using a
fuel line adapter or removing the fuel filler pipe-constricting
device.
SHIPPING A SECOND VEHICLE
If you desire to make your own
arrangements and ship an additional POV, consult your transportation office for
any restrictions, which may apply. You may be required to pay an
import duty on a second POV. You should deliver the POV to the port
prior to the departure of the person on whose orders the shipment is to be
made. This includes dependent travel authorizations when no POV has
previously shipped on the Sponsor's orders.
Opportune Lift (OPLIFT)
Program

The OPLIFT program is designed
for the shipment of military cargo, ammunition and others. Space may
be available for POV's after all military cargo has been
assigned. The OPLIFT program is a benefit and is operated on a space
available, first come first serve basis, regardless of
rank.
1) Costs: There's a minimal fee involved to
cover the cost of the crane service. OPLIFT is a non-funded,
self-supporting program. The only accepted form of payment is
cash. The cost will be figured as follows:
-If 25 vehicles are
shipped it will require approximately 3 hours of crane service at a rate of $260
per hour. So 3x 260 = $780 divided by 25 POV's = $31.00 each. (This is just a
sample. As you can see if you end up being the only shipper you may pay up to
$260.)
2) Destinations: Vehicles will be shipped to either
Washington (Bremerton, Seattle and Everett) or California (San Diego).
3)
Regulations: All transferring active duty and retired service members are
eligible. To be placed on the waiting list you must have all the required
documentation:
- Current registration.
- Orders (PCS/ETS)
- Title or
release letter from lien holder authorizing you to ship the vehicle.
- Valid
military or government ID
4) Waiting Period: The estimated
waiting period for an OPLIFT is 6 to 9 months.
