The Civilian Personnel Advisory Center (CPAC), (580) 442-4354 or
DSN 639-4354, provides applications for military spouse preference and general
information on federal employment opportunities.
Military spouses may be
eligible in some Department of Defense (DOD) hiring; therefore, it is important
to contact the Advisory Center for specific guidance. DOD has
directed NAF personnel offices to give employment preference to spouses of
active duty military members who are relocating because of Permanent Change of
Station (PCS) orders. To be eligible for preference, the spouse must
have entered into marriage with the military sponsor before the military sponsor
received official orders authorizing the PCS relocation. If the
sponsor's orders are for training of less than 12 months, employment preference
cannot be given. A spouse eligible for preference must request
consideration at the time the DA Form 3433, "Application for Employment-NAF" is
submitted. The application must include a copy of the sponsor's PCS
orders and a completed "Certification of Eligibility for Spouse
Preference." A complete application packet will be required each time
the spouse applies for positions. Eligibility begins 30 days before
reporting to Fort Sill. Once a spouse has used this preference to
obtain a NAF position, he/she is not allowed to receive spouse preference again
while the soldier is stationed at Fort Sill.
Spouse preference for APF
positions can be afforded through the DOD Priority Placement Program (PPP), and
through external announcements open to any US citizen. In order to be
eligible through the DoD PPP, the spouse must meet all pre-employment criteria,
and be immediately appointable to a position in the competitive
service. The spouse must be placed on leave without pay or be
separated from their appointment due to PCS in order to receive PPP spouse
preference consideration.
To receive spouse preference through external
announcements, the spouse must be located in the same commuting area as the
military sponsor's PCS, and ranked among the best qualified for the
vacancy. The spouse must request spouse preference in each
application for employment, and provide a copy of their military sponsor's PCS
orders.
Family members can use spouse preference when applying for
positions with AAFES, (580) 248-7009. A copy of sponsor's orders,
social security card, and a military ID card will be needed at the time of
registration. Applications are taken every Wednesday, from 8:00 to
12:00 a.m.
