All personnel are required to contact the Community Homefinding, Relocation and Referral Services (CHRRS) Office prior to making a commitment for off-post housing. CHRRS provides referral services in the greater Fayetteville area. Most housing facilities available to military personnel and to DoD civilians are within 30 minutes commuting time from the installation's administrative area. tel: (910) 396-2413 ext 104.
The Housing office is very sensitive to soldiers and their families living conditions. In an effort to assist soldiers in finding safe, affordable housing in the local rental community, a Memorandum of Instruction (MOI #9-97) for Off Post Rental Procedures was developed for Fort Bragg. The MOI defines soldier and Chain of Command responsibility, and provides procedures for soldiers establishing or terminating housing in the private sector rental area.
The following excerpts from the MOI are very important and all soldiers are to adhere to them prior to renting off post.
--PVT-SGT will have rentals inspected by SSG or above from the soldiers' chain of command. FB Form 3001-E (Checklist for Housing Adequacy for Off-Post Rentals) is the form the chain of command is to use when performing housing inspections.
---Bona fide bachelors in the rank PVT-SSG are required to obtain a certificate of Non-availability (CNA) for authorization to lease or purchase a home off post prior to making a commitment.
--Soldiers in the rank PVT-SGT are required to clear their off-post rental housing, and provide a completed Residential Clearance Form (FB Form 3005-E) to the Housing office prior to moving into government housing or clearing post when PCSing or ETSing. Soldier's chain of command and the landlord must sign the Residential Clearance Form.
SECURITY DEPOSITS: A security deposit equal to 1 or 2 months' rent is required on most rental units. When the tenants vacates the dwelling the owner has 30 days (by law) to either return the deposit or deliver an itemized statement of any damage or loss, together with any balance of the security deposit. Tenant must leave a forwarding address with the landlord.
PET FEES: Some landlords allow pets; however, the owner of the pet accepts full responsibility for all damages caused by the pet, and a non-refundable pet fee is normally required.
MILITARY CLAUSE: The "Military Clause" is a part of the North Carolina state rental law. The Military Clause allows a soldier to terminate his/her rental lease within the term of lease by providing the Landlord a 30 days written notice with a copy of Permanent Change of Station orders attached to the written notice.
