PERSONS EXEMPT FROM DRIVER'S LICENSE REQUIREMENT (WAC 308-104-008):
The following persons are exempt from the requirement to obtain a valid driver's license issued to Washington residents under chapter 46.20 RCW:

"(2) Military personnel who are at least sixteen years of age who have in their immediate possession a valid driver's license issued by the jurisdiction designated as their home of record. A spouse or dependent of a person who meets the criteria of this subsection is also exempt from the driver's license requirement, provided that the spouse or dependent has in his or her immediate possession a valid driver's license issued by the jurisdiction designated as his or her home of record."

EMISSIONS TEST:
All 1968 and newer gasoline and diesel powered vehicles being registered aboard NAVSTA Everett must comply with the State of Washington Vehicle Emissions Check Program. This is a requirement whether or not the vehicle is registered in a state designated a non-attainment area, including out of state registered vehicles. Additional information regarding the requirements of the vehicle emission check program is available at the Pass and Decal Office. In order to receive a DoD vehicle decal, proof of compliance with the program must be presented, along with proof of insurance, vehicle registration, current identification and driver's license.  A vehicle emission test costs less than $20.00 (cash only).  For inspection/test site location nearest you, or to find out if you need an emissions test, call 425-388-3371 or 1-800-272-3780.

CAR REGISTRATION COSTS:
Whenever a vehicle is registered or re-registered in the State of Washington, the State collects an annual registration fee of $30.00. In addition, there may be tag fees and local/county fees.  Currently, in Snohomish County, these add up to about $15.00.  Waivers are available at the Navy Legal Services Office (NLSO) in building 2000, phone # (425)304-4551.  For more information regarding vehicle licensing, call the Snohomish County Auditor: (425) 388-3371.

NON-MILITARY LICENSES/REGISTRATIONS

Drivers License: Dept of Motor Vehicles, (206) 545-6755 (Seattle).  There are a number of licensing sites - call for nearest location

Vehicle Registration (State): Call (206) 296-4000 (Seattle) for nearest location, 24 hour recording for touch tone phones only - message recordings.

Boat License (State): WA State Licensing Dept., Vehicle Licensing Bureau, (206) 296-4000.  Boats are registered with the same dept/location as autos.
