One privately owned vehicle will be shipped at government expense to or from an overseas area when permitted (some overseas areas restrict government shipment of POVs).  The entitlement to ship an otherwise eligible POV from overseas to the United States is not dependent on whether a POV was shipped to the overseas area.  The entitlement to ship a POV to the overseas area is separate.  

For the purpose of this shipment, a POV is a vehicle owned by the member or a dependent of the member (member must show proof of ownership/registration or lease agreement).  

A Power of Attorney or authorization letter will be needed if someone other than the owner picks up the vehicle.

Photo identification such as military ID or driver's license
and your copy of the Vehicle Inspection & Shipping Form or Government DD788.

If you are arriving at Devens from overseas, in bound POV is usually picked up in Harrison, NJ.  

Only one POV can be imported tax free for military or DOD civilians under PCS orders.

The government has a worldwide contractor for shipping your automobile. The instructions for preparing your Privately Owned Vehicle (POV) for shipment are contained in a Military Surface Deployment Distribution Command.
