TRAFFIC

Virginia state traffic laws apply on NAS Oceana Dam Neck Annex.  The speed limit is 25mph unless otherwise indicated.Seat belts are required on base.  The Virginia law states that seat belts are required for frontseat passengers. Child safety seats are required for all children under the age of six. It is illegal to use radar detection devices in Virginia. State inspection stickers are required annually for all vehicles entering Dam Neck, regardless of where the vehicle is registered.

VEHICLE CHECKS

All vehicles entering or leaving NAS Oceana Dam Neck Annex are subject to search.

INSURANCE

All prospective drivers must present evidence of appropriate certification of compliance with the Virginia Motor Vehicle Responsibility Act.  The insurance must cover the vehicle and the driver and be for the following minimum amounts:  Public Liability $25,000 (injury or death of one person); $50,000 (injury or death of two or more persons); $20,000 (property damage).  Lesser amounts of insurance are acceptable provided that they meet the minimum requirements of the state from which the registered owner of the vehicles has been transferred.  These lesser amounts will be acceptable only until the current policy has expired (in no case for a period greater than one year), at which time the previously listed minimum requirements must be met.  An applicant's signature on the Vehicle's Registration Form will be accepted as certification that the applicant possesses (and will maintain) this minimum.

When on base, always use (757) 492-6911 for any and all emergencies.

EFFECTIVE SAFETY INSPECTION

Vehicles registered in states having safety inspection laws must display current safety inspection sticker, either from the state of registration or Virginia.  Owners with vehicles registered in states not having mandatory safety inspection requirements must present evidence of having been inspected by an authorized Virginia State Inspection Agent.  Safety inspections in Virginia are required annually and cost $15.00.

BASE DECALS

All vehicles entering Dam Neck must display a base decal.  In order to obtain a base decal you must have the required documentation:
*Military, Dependents or Contractors Badge
*Valid Drivers License
*Proof of Insurance with a valid expiration date
*State Registration
*State Inspection Receipt.
For base decals the hours are 0600-1530 in Building 551 at Main gate (757) 492-6932.  

DRIVERS LICENSE

Personnel arriving at NAS Oceana Dam Neck Annex should be aware that by Virginia law they must have either a driver's license issued by their home state or the state of Virginia to legally operate a motor vehicle while at Dam Neck.  For dependents Virginia recognizes licenses issued by other states, however, if the dependent becomes employed within the state of Virginia, then he or she must obtain a Virginia Drivers license within 30 days. If you have a valid out-of-state driver's license and need to obtain a Virginia license, you go into one of the DMV offices, fill out license forms, take a visual examination, surrender your old license and pay a fee ranging from $7.20 to $16.80 depending on month and year of birth.  For a new license, go to one of the DMV offices, pay the fee, show legal identification, and PROOF OF RESIDENCY, then take the road, written, and visual examinations.  Those 16-18 must have completed classroom and behind-the-wheel driver education courses, while those 18-19 need only to have completed a classroom driver education course.


VEHICLE REGISTRATION

If you register your vehicle in Virginia you must have a city sticker (except Virginia Beach), displayed on your vehicle windshield. Those already on record will be sent a registration form in the mail at the end of December for the following year's decal.  If your POV is registered in the state of Virginia you must also obtain a city sticker through the city/town you reside in (except Virginia Beach). Vehicle license decals (city stickers) go on sale December 16th of each year and must be displayed on the vehicle by February 15th.  All personal property taxes must be paid on all vehicles before any city decal can be purchased.  To transfer a vehicle license decal to another car, the Virginia State Registration card for the new vehicle along with the decal (even if mutilated) must be presented.  Decals for all vehicles registered with the State of Virginia after July 1st are half price.  Military personnel get their decals at no cost if the vehicle is registered only in the active duty military person's name and that person claims another state (other than Virginia) as his or her home of record.  A leave and earnings statement is required.
