Upon reporting to FCTCLANT Dam Neck or one of its tenant commands contact the Vehicle Processing Center to handle incoming shipments of POVs.  The Vehicle Processing Center (VPC) in Portsmouth is the centralized office for the entire Hampton Roads area for shipping and receiving POVs. Members are encouraged to arrive at the VPC by 1530 to insure processing is completed on time.

POV Shipment within the Continental United States:
Members may be authorized to have their vehicles shipped in the continental United States if they are assigned to a ship that is changing home ports, have insufficient travel time to drive from the old to the new duty stations (documented in writing by their commanding officer), or have a medical condition that is certified in writing by a doctor. A dependent of a deceased member may be authorized to have a vehicle shipped as well. Members believing they meet any of these conditions should check with a counselor.

**Please note**  Recent changes to the JFTR allow for one POV to be transported between CONUS Permanent Change of Station moves when it is determined that it is advantageous and cost-effective for the Government.  Currently, this does not apply to singles or if you have a TDY enroute.  


Picking Up Your POV:
Documents needed to pick up your POV:
*Proper identification i.e., military ID, driver's license;
*Your copy of DD Form 788 "Private Vehicle Shipping Document" or commercial equivalent;
*Complete set of keys;
*Power of Attorney if your spouse or agent picks up the POV.  

The Importance of a Proper Address:
Upon arrival at the new duty station, the member or designated representative should contact the destination transportation office. The telephone number will be provided by the Personal Property Office counselor. If the vehicle has not arrived, let the office know who to contact when it does. The destination port can only hold the vehicle for 45 days at the terminal. If a member or representative is unable to pick up the vehicle within that 45 day period and the vehicle is transferred to storage, the member will have to pay the cost of storage. Again, if a designated representative is used, ensure that person has a power of attorney or letter of authorization from the member.
