Military Personnel:

If you are an active-duty member of the Armed Forces stationed in Virginia, you, your spouse, and dependent children 16 years and 3 months of age or older may drive with a valid driver's license issued by your home state or country.  Vehicles registered in your name may be driven with valid out-of-state license plates if you are the sole owner.  If the vehicle is co-owned, all co-owners must be active-duty members of the Armed Forces.  You may register your vehicle in Virginia without obtaining a Virginia driver's license.

The term vehicle includes motorcycles, automobiles, trailers, vans, and boats regularly parked or garaged overnight in Virginia.  If you establish residency in Virginia, you are required to title and register at one of the Virginia Department of Motor Vehicle Offices.

VEHICLE REGISTRATION:

To register your vehicle in Virginia you need to bring a title and complete an Application for Registration.

Vehicle Registration Fees:

Passenger Vehicles - determined by model year of vehicle.  The range is from $29.50 to $34.50.
Trucks - Determined by the gross weight.
Motorcycle - $27.50
Title Fee - $10.00
License Fee - $10.00
Photo ID - $10.00
Vehicle Sales Tax - There is a minimum charge of $35.00.

VEHICLE INSPECTION:

Before registering your vehicle in Virginia, the vehicle must pass a safety inspection and emission inspection. You must have proof of insurance at time of inspection.  Vehicle inspections are required annually and can be obtained at a certified Virginia inspection station (most service stations).

VEHICLE INSURANCE:

Virginia is considered a tort state, which means that drivers bear financial responsibility for any damage and injury they cause in an accident.  Most drivers fulfill this responsibility by purchasing Virginia auto insurance.  Virginia law requires the following minimum insurance coverage:

Bodily injury/death of one person - $25,000
Bodily injury/death of two or more persons - $50,000
Property damage - $20,000

DRIVER'S LICENSE - Adults

Military personnel and family members, please read first paragraph in this section regarding your exemption status.

If you are a Virginia resident, 19 years of age or older, you must hold a Virginia learner's permit for at least 30 days or show completion of a state-approved driver education program.

DRIVER'S LICENSE - Teens

You must be a resident of the Commonwealth of Virginia and at least 16 years and 3 months of age to obtain a Virginia driver's license.  To obtain a learner's permit, you must be at least 15 years and 6 months of age.  No exceptions will be made to these age requirements.  If you are under age 18, you must provide written consent from one of your parents or your legal guardian unless you are married.  If you are under age 19, you must complete a state-approved driver education program.
