Safety Restraints
All California traffic laws apply on Beale AFB. Seat belts are mandatory. Any state, local, or base official may stop vehicles for non-use of seat belts and fines for non-compliance are very expensive. Additionally, all children under the ages of six years old must be in an approved child seat/restraint. Further, older children weighing less than 60 pounds are also required to use a car seat.

Bikes, Motorcycles, etc.
All motorcycle riders, skaters, skateboarders, scooter riders, and bicycle riders are required to wear helmets. Additionally, motorcycle riders must complete a motorcycle safety course to ride on base.

Random Vehicle Search
Any vehicle entering or leaving Beale AFB is subject to search. Occasionally, a military Security Forces member will be accompanied by a canine.

Drivers License
While stationed at Beale, active duty personnel may keep their home-of-record state driver's license. It is important to check with issuing state to ensure the license remains valid past its expiration date. Non-military family members arriving from out of state will need to change their licenses to California if they are seeking employment. They must surrender their current license, pay a fee, and are given three opportunities to pass a written test.

Vehicle Registration
Individuals who are not California residents and need to renew their vehicle license plate tags, can apply for a military exemption. The form, available from Pass and Registration, will significantly reduce the cost of registration on newer vehicles. This does not affect the individual's home of record, nor does it affect state income taxes. Individuals may retain out of state license plates as long as they are legal residents of the state in which the plates were obtained.

Rule of Three
In all cases the Rule of Three cannot be violated. An individual cannot have a driver's license or license plate from one state, be a legal resident of another state and physically reside in a third state. Ex: John Smith is a legal resident of Virginia and he is stationed in California. He cannot have a Missouri driver's license.
