PASS & TAG - All military and civilian faculty and staff must
register their vehicles with the USNA Complex Pass & Tag Office located in a
trailer the Perry Circle Complex. The entrance to the complex is located off of
MD Route 450 between Taylor Avenue and King George Street. Follow the signs into
the Complex; the trailer is located on the right. Call 410-293-5762 for
information.
TRAFFIC - (USNA/AACINST 5560.7B): Maryland State
Traffic Laws. Strictly enforced (patrols/radar). Three
citations in a 12 month period - warning letter. Fourth citation
results in loss of driving and parking privileges aboard the USNA
Complex. Federal Court in Mahan Hall(USNA)three times a year.
Motorcycles - require completed approved safety course and proper
safety gear. DUI/DWI (on/off base)
- preliminary loss of privileges for 1
year.
PARKING(USNA/AACINST 5560.7B): Open parking is permitted
only in spaces marked by yellow lines or "T" marks on the pavement. Parking in
other than a marked space is prohibited. Additionally, the following curb legend
applies at the Naval Academy:
Red Curbs - No Parking anytime
(safety/emergency vehicle areas)
White Curbs - Official vehicles only, 24
hours a day
Yellow with Red Stripes - Loading zone for commercial vehicles,
24 hours a day. Midshipmen First Class parking areas are marked by signs. No
vehicles other than properly registered midshipmen vehicles will be permitted to
park in midshipmen assigned areas. Contact the Chief of Police for special
parking needs (i.e. temporary, handicapped).
Military personnel on active
duty may maintain their home state registration. For specific
information on licensing, titling, and vehicle registration in the state of
Maryland, contact the Department of Motor Vehicles by calling 1-800-950-1682 or

FYI (For Your Information):
A military member, who
does not claim Maryland as his/her state of residence, is not required to obtain
a Maryland driver's license or register a car (in their name alone) in Maryland.
This is based on the protections of the Soldiers & Sailors Civil Relief Act
(Federal Law). However, they must maintain a VALID driver's license and
registration in some state or D.C.
If a military member's spouse or
family member accompanies them to Maryland, and they are likely to reside in
Maryland for more than 1 year, Maryland law requires them to get Maryland
licenses. Spouses are supposed to get a Maryland driver's license if they work
in the state.
A vehicle must be registered if used in Maryland for more
than 30 days. If you purchase and register a car in Maryland, you pay sales tax
in Maryland.
Important Information:
BE ADVISED that titling and
registering a vehicle in Maryland involves: -a 5% excise tax, based on the
current retail value of the vehicle. -a $23 titling fee. -a $20 lien recording
fee, if applicable. a 2-year registration fee.
To comply with Maryland
law and to take advantage of a lower Excise Tax, you must Title and Register
your vehicle(s) within 30 days of moving to Maryland.
Automobile
Registration: Auto plates & registration are required
bi-annually.
Automobile Inspections: A safety inspection is required when
a vehicle is brought into the state or ownership changes. Vehicle
Emissions Inspections are required every two years and cost
$14.00. Automobile owners are notified by mail when inspection is

To obtain a MD driver's license, you must appear in
person with your current license, SSN, proof of insurance, and original or
certified copy of your birth certificate.
Your vehicle MUST be covered by
an automobile insurance policy.
