The county has 2 full-service MVA offices, open 8:30am - 4:30pm, Monday through Friday. They're open on Saturdays for Driver service only from 8:30am - noon. Family members have 30 days to obtain a Maryland driver's license, automobile title, plates, registration and any local stickers.
MARYLAND MOTOR VEHICLE ADMINISTRATION
Service members who retain residency in their home state are not required to register their vehicle(s) with the state of Maryland. If you are coming from an overseas tour, you have 30 days from the date you pick up your vehicle from port to either register with your home state or in Maryland. You CANNOT have overseas tags past this 30 day period.
Should you become a Maryland resident and elect to register your vehicle in the state of Maryland you must do so within 60 days of residency. If you delay beyond 60 days, you will not be eligible for a tax credit for any titling tax paid in another state, and you may be subject to a citation for an out of state registration.
MARYLAND SAFETY INSPECTIONS
A vehicle safety inspection is required for all used cars, trucks, tractors, motorcycles, special equipment, and class "B" vehicles. A certificate of inspection is required for vehicle registration.
SALES TAX ON VEHICLES
If you purchase a vehicle while living in Maryland, you must pay a 5% excise tax.
MARYLAND DRIVER'S LICENSE
You may use either a Maryland driver's license or a license from your home state. If you wish to exchange an out-of-state license for a Maryland license, the out-of-state license must be a valid license or a license expired for less than one year. The license cannot be suspended. You must take a vision test. If you are exchanging an out-of-state license that has been expired for one year, you are required to take the knowledge and skills tests in addition to the vision test.
