TRAFFIC

All drivers must have a valid driver's license and appropriate insurance coverage on the vehicle being driven. Automobile safety belt use is enforced aboard the base.  All riders and government vehicle operators must engage safety belts before operating any automobile, truck or similar vehicle.

In Georgia, a child three years of age or younger must be in an appropriate car safety seat when traveling in any vehicle.  Seatbelt use is mandatory in the state of Georgia for both the driver and passengers of a motor vehicle.  Motorcycle operators must wear a helmet and reflective vest on board the base.  They must also complete a motorcycle safety course in order to obtain a vehicle decal.

Georgia Seat Belt Laws:

I. Child Restraints (including child restraint seats and seat belts):
2 years old and younger. Must be in a child restraint seat which is properly in use. Violation is a $50.00 fine for the first offense and $100.00 fine for the second and subsequent offenses. Citation issued to the driver. O.C.G.A.   40-8-76(b).

3 years and 4 years old. Must be restrained in at least a seat belt. Violation is a $50.00 fine for the first offense and a $100.00 fine for the second and subsequent offenses. Citation issued to the driver. O.C.G.A.   40-8-76(b). (auto and pickup truck)

Less than 18 years old but older than 4 years old. Must be restrained in at least a seat belt. Violation is a $25.00 fine. Citation issued to the driver. O.C.G.A.   40-8-76.1. Probable cause shall be based solely upon a law enforcement officer's clear and unobstructed view of a person not restrained. O.C.G.A.   40-8-76.1(e). (auto and pickup truck)

18 years old and older. Must be restrained in at least a seat belt when seated in the front seat. Violation is a $15.00 fine. Citation issued to the violator (passenger). O.C.G.A.   40-8-76.1. Probable cause shall be based solely upon a law enforcement officer's clear and unobstructed view of a person not restrained. O.C.G.A.   40-8-76.1(e). (auto but does not apply to pick up trucks.) A vehicle on truck chassis which is intended to carry passengers rather than property for its primary purpose is a passenger vehicle and not a truck. See O.C.G.A.   40-1-1(70).


II. Riding in the bed of a pickup truck. It is unlawful for any person under the age of 18 to ride as a passenger in the uncovered bed of a pickup truck on any interstate highway in this state. The driver of a pickup truck in violation of this provision is guilty of a misdemeanor. O.C.G.A.   40-8-79.


GATES

The main gate (Fleming Road access) is open 24 hours.  The Johnson Road gate is closed between the hours of 2000-0530.  The Truck Gate (Fleming Road) is open weekdays from 0630 to 1830.

WEAPONS

Military personnel residing on this base will register all privately owned weapons with the Pass and ID Section during normal working hours.  Personnel residing in Bachelor Officers Quarters, Bachelor Staff Noncommissioned Officers Quarters or Bachelor Enlisted Quarters will store privately owned weapons and ammunition in the Headquarters Battalion Armory, Bldg. 7121, at all times, when not in authorized use.  At no time will privately owned weapons and ammunition be taken into barracks, mess halls, clubs, theaters, or similar type activities.  A person living in the barracks who has a personal weapon and returns to base after the Battalion Armory Section is closed will check the weapon with the Military Police Desk Sergeant.  For further information refer to Base order P5500.1J or contact the Provost Marshal's Office at 229-639-5181.

DRIVER IMPROVEMENT

MCO 5100.19E requires all Marines 26 years of age and younger to complete a Driver Improvement Course.  See information below to register.

CRIME STOP

If you are going on leave and will be absent from your quarters you should call PMO and make arrangements to have your quarters listed on a security check list.  While you are gone, Military Police will periodically check the exterior of your quarters. This is a crime prevention measure that is performed as a service to the occupants of government quarters.  This service is also available upon request to dependent families when the spouse is TAD.

RESTRICTED AREAS are clearly marked.

CAMERAS are prohibited in some areas of the base.  Check with PMO if you are unsure.

CURFEW--MCLB and the City of Albany have instituted a curfew for children under the age of 18.  The effective hours are between 2300 and 0600 on weekdays, and midnight and 0600 on weekends.  There are many exceptions to the curfew.  Inquiries should be directed to the Provost Marshal's Office.

PETS--Exotic or wild animals, including raccoons, skunks, bats, opossums, poisonous reptiles and any other species that is not usually considered to be a domestic pet, are not authorized aboard MCLB Albany.  Farm animals are also considered prohibited.  The following breeds are also prohibited.  Staffordshire, America Staffordshire, Pit Bull Terrier, or any breed thereof.  Pets must be registered with the Base Animal Control Officer.  Reference BO11000.7A.

PARKING--You must park in designated areas in base housing.  Additional parking areas for mobile homes, trailers, and boats are available.
