The Naval Weapons Station South located in North Charleston, South Carolina, is the closest port to Albany. Directions to the port:  Via I-26 traveling east from Columbia, SC or west from Charleston, SC, exit onto I526 eastbound in the direction of Mt. Pleasant, SC.  Exit from I526 at Virginia Ave, Exit 20.  At the end of the exit ramp turn left on to Virginia Ave for approximately .3 mile and enter the main gate to Naval Weapons Station South.  In the event exit 20 is closed,use exit 19, North Rhett Ave exit ramp turn left and travel to Remount Road--one traffic light--and turn right.  Continue on Remount Road and turn left through the main entrance gate.  The entrance gate security guard will direct you to the vehicle processing center. When a member or his/her designated agent arrives at the port of embarkation (POE) only the following documents are required:  valid permanent overseas change of station orders (PCS), identification, ID card, drivers license, proof of marriage, power of attorney/letter from member (as applicable), and a complete set of car keys for POV. Proof of ownership or a letter from financial institutions/lienholders authorizing shipment of POVs to overseas areas are NOT required by Department of Defense. It IS the responsibility of the member, not the terminal/outport, to insure that he/she DOES NOT ship a leased vehicle.  Member will be required to sign the DD Form 788 (Private Vehicle Shipping Document) that certifies that the POV is free of legal encumbrances, including leases. Condition of the vehicle for shipment:  good operating condition, windshield wipers operative, brakes (floor and hand) are adequate and in good operating condition, all lights operative, exhaust system in sound condition, all glass is unbroken and free of cracks, body and fenders free from breaks and tears, battery is fully charged, must be protected with antifreeze to -20 degrees Farenheit or lower if desired by the shipping port. Turning in a POV for shipment:  POV must be clean inside and out, windows rolled up, empty glove compartment, all base decals removed, have ready appropriate number of PCS orders and identification, POV description (make, year, color, manufacturers serial number, state and model type), members overseas address.  The terminal inspector will jointly inspect your POV with you.  At this time you should be given a copy of DD Form 788 for use to pickup POV at destination.  Inspection form will be signed by inspector and member. Picking up vehicle at destination:  Have DD From 788 and identification ready.  Inspector will inspect vehicle with you to indicate if any loss or damage occurred.See information provided in POV IN-BOUND SHIPMENTS section.
